Property Condition Assessments
The Scope of Work for the Property Condition Assessment will meet the requirements and follow the general guidelines outlined in the Standard Guide for Property Condition Assessments: Baseline Property Condition Assessment Process (American Society for Testing and Materials, 2001. Designation E 2018-01). The assessment will be conducted by an experienced engineer. In addition to focusing on the structural adequacy of foundations, load-supporting walls, roofing structure and other load-bearing members, this evaluation will assess the condition of existing mechanical, electrical and HVAC systems. The engineer will also inspect the site to determine adequacy of drainage and storm water management, parking facilities, sidewalks and curbing and lighting. The engineer will note any apparent code violations or safety hazards on the property.  The engineer will also write an opinion as to whether the improvements are in compliance with the Americans with Disabilities Act.  The results of the evaluation will be summarized in a report documenting the findings and presenting recommendations to address building deficiencies. A PCA report contains: 

  • General property description, applicable photos, summary of construction materials and list of areas inspected.
  • Description of potential or suspect structural, engineering or architectural conditions that might have an adverse impact on the operations or market value of the property or violate any applicable law.
  • Summary of items that should be repaired or replaced immediately.
